Starter insert/ engine vent Sealant

2019 300 SER, I am replacing the cylinder and the head on the bike and while taking it apart, noticed where the starter connects to the head and where the vent screws in to the cylinder that there is some kind of sealant or glue, mostly brittle and either dark white or brown in color, any ideas what it is or what i should use to replace it?

That sounds a lot like aviation gasket goo. Permatex, Aviation Form-a-gasket and Loctite, MR 5929 are a couple that spring to mind.
